The NBYFL Game Rule Book shall be the same rules as stated in the current "National Federation of High School Football Rule Book" in accordance with NJSIAA in-game rules with exception for certain rules for certain levels as provided for by MCYFL, and last updated August 2013, such as:


  1. Programs: Sessions may begin at league discretion, usually the Sunday after Labor Day and the season must be completed no later than the Sunday before Thanksgiving.
  2. Conduct:  Infractions of any rules, codes of conduct, or bylaws shall be taken-up, investigated and dealt with by NBYFL's board and in necessary instances in conjunction with MCYFL's grievance/protest committee. 
  3. Extra Point:  There will be only one (1) point awarded for a point after touchdown (Page 4 of 19) if made by a run or a pass. Two (2) points will be awarded for a kick on the P.A.T.
  4. Coin Toss: Coin toss for kickoff/receiving. Away team calls coin toss. Loser gets choice for second half.
  5. Kick Off:  100 yard field, kick from 40 yard line. 80 yd field, kick from 30 yard line.
  6. First Downs: Same as High School, punting is allowed.
  7. 30 Second Rule: After a ball is set the offensive team has 30 seconds to start a play-warn on the first infraction-penalize 5 yards for the next offense(s).
  8. 20 Point Rule: If one team is winning by 20 or more points the losing team should always receive the ball after a score (by either team) and at the start of the second half.
  9. Line: Maximum of six (6) players on the line of scrimmage; once QB comes up to ball, cannot add or subtract to the line of scrimmage.
  10. Linebackers: Cannot rush until a handoff is made, the QB starts to run forward, or the QB rolls out past the tackle position. If QB drops straight back and remains inside the tackles the linebackers cannot rush. Linebackers must be lined–up at least three (3) yards behind the line of scrimmage.
  11. Personal Fouls:  Penalize all personal fouls such as clipping, face mask, head slaps, piling on etc. when they occur.
  12. Play Fouls:  Penalize all infractions that affect the outcome of the play, such as holding or tackling ends at the point of attack. Do not call infractions away from the play except on dangerous fouls
  13. Foul Leniency:  Be lenient on minor infractions such as motion, offsides, illegal formation etc., warn player for first infraction then penalize on second infraction.
  14. Offsides: If possible correct offsides before play begins without a penalty. One offsides warning per game.
  15. Coach(es) on Field:  JV, Varsity - XXX.  PeeWee, Super PeeWee - one coach on the field, must be 15 yards off the ball when the line is set and no adjustments or talking once they get set. This applies to offense and defense (you cannot yell reverse or tell the QB to pitch, etc). Flag, Pre-Clinic, Clinic- XXX


NO BLITZING!

The No Blitzing rule does not apply on the fourth down when the offense is attempting to gain first down, or is within the defenders ten yard line. One (1) warning shall be given first, and the play will be replayed with the clock stopped. All further infractions of blitzing shall be a ten (10) yard penalty from the line of scrimmage or half the distance to the goal line and replay of down. Cannot fake the kick/punt. Rugby style kick must be kicked.
